Delaware lawmakers may not have started out with the intention of full scale gambling expansion, the state has already legalized sports betting, and now may be looking towards toppling Atlantic City. 
Also Delaware has also majorly expanded their casino gambling options, now they allow table games.
This is how the gambling movement starts also in Florida, a similar path has been taken. The Sunshine State started with Indian casinos with just slots and poker. They now have the Indian casinos with blackjack, and their slots and poker.
Delaware has made no secret of their desire to help their budget deficit as much as possible with gambling money.
