The deception is to get you to cash what looks like a legitimate certified check.

When one professional educator Rich Strickland got his check for $1400.20, he was told to wire most of it to a Canadian lottery office. “And then once I sent this money(USD420.000 when he looked at the notice). They would send me my lottery winnings.” .
